Possessing, selling, or transferring a magazine or feeding device that holds more than 10 rounds is a felony under R.I. Gen. Laws Chapter 11-47.1, punishable by up to 5 years in prison and a fine of up to $5,000. The law took effect in 2022 and gave owners a grace period to permanently modify, sell out of state, or surrender existing magazines. Exemptions exist for active and certain retired law enforcement and for people passing through the state with magazines locked and stored under federal transport rules. Magazine counts are usually added to a carrying or possession charge rather than filed alone, and they are often the first count a prosecutor is willing to dismiss in negotiation. Whether the device actually holds more than 10 rounds, and whether it was modified, are fact questions a lawyer can test.
